This is based on menu profile access, the option 'CorePortal - Staff Requests Your Establishment Tab' needs to be enabled in a menu profile you have access to.
Through the quick jump menu select the Security dashboard
In the menu profile tab search for the menu profile you want to edit and select Manage menu options
Search for CorePortal - Staff Requests Your Establishment Tab and make sure the option is enabled
