It is possible to set a Killer Questions at vacancy level only.
To update:
In Portal, go to Recruitment, Toolbox, Recruitment Admin
Select the Application form
Expand the Questionnaire Section
Click Edit on the particular question you wish to update to a 'Killer Question'
Update the option to stop the applicant from applying
